I believe a simple strategy is best to get New Plymouth up off its knees and well poised for the future. We can do more with less, and a few key steps are achievable to carry this out without extra resources or burning cash.

Council is a large and well funded organisation of people that are capable of delivering results with the right focus and direction from the top.

The overall concept is simple and comprises two simultaneous operations, as summarised below.

FIRST 100 DAYS

Immediate internal rebalance.

  • Restructure of council committees, delegated authorities, processes and goals.
  • Pause all current unsigned contracts on non-essential services.
  • Commence a full rating review to align with the Long Term Plan process.
  • Develop a Cost/Benefit matrix for all future Capex projects.
  • Review to ensure all “Business as usual” meets community service expectations.
  • Stop all District Planning resolutions until the government RMA details are confirmed.
  • Overhaul the Tapauae Roa Taranaki Roadmap vision to ensure it is fit-for-purpose.

OVER THE TERM

Immediate external focus.

  • Revitalise the energy industry.
  • Incentivise new industry establishment.
  • Leverage the knowledge and contacts of key local individuals.
  • Work more amicably with government than we are currently.
